Autumn (Sep–Nov): ~40–70%
Improves steadily after typhoon season. Later the part of the autumn, the better it is. But expect scattered snow and not that vanilla ice topping. Its still beautiful, personally. With the philosophical element I described above, a long term expat like me usually thinks like "too much uncertainty becomes anxiety, but, too much certainty becomes numbness". Although not directly related, but, I also remember the ex prime minister Junichiro Koizumi said when he resigned as the PM at the height of his career. He said cherry blossoms are valuable because they bloom only for a week in a year. If they were to stay like that throughout the year, their value would diminish. Similar in many ways to Mount FUji too. A completely optimized world risks becoming emotionally flat. Friction, rarity, timing, impermanence those are not bugs in human experience. They are part of our "hopeful engine" of life
